The Port Sudan Refinery

Spirit Energy Arabia will provide financing, full management oversight, project management, construction, implementation and operation to fulfill all of the following goals and activities of the Port of Sudan refinery project:

Project (PSR PROJECT) consists of:

•               Revamping of the existing refinery (PSR-1) facilities of 26,000 bpsd design capacity

•               Construction of new stand alone grass root cracking complex refinery (PSR-2), of 150,000 bpsd design capacity

•               Marine facilities to support the import and export activities of the whole complex

The major objectives of the refinery project are as follows:

•               Add value to the Sudan crude oil (DAR BLEND) as a cheap crude oil due to it's special specifications and the limited refineries that refining such type of crude. The Port Sudan refinery designed to refine this crude and other crude as Nile Crude etc.. and to produce different oil productions for export to gain higher prices.

•               Obtain ultimate benefits from the COMESA markets where such refinery does not exist to refine this crude.

Social Objectives:

•               This project will develop and improve Port Sudan state socially and financially.

Strategic Objectives:

•               The costal nature location of the refinery is playing a strategic roll to support Khartoum inland refinery which supply the country with the oil and its productions in case of maintenance, malfunction or emergencies.

Other Objectives:

•               The refinery will produce asphalt as necessary material due to the wide area of Sudan.

•               The project is designed to replace the required fuel that operate the refinery by the natural gas (NG) which is expected to be produced from square (15) in the red sea shortly which will enhance the refinery economy.

Marine Infrastructures

The Marine Facilities will be built directly in front of the area allocated for the construction of PSR-2.

Marine facilities has been designed to handle the import of Arabian Heavy crude oil for PSR-1, MTBE and the export of the products outgoing from the Refinery Complex, including both the liquid hydrocarbon products and the solid products (green pet-coke, calcined pet-coke and Sulfur).

The new jetty will have three berthing infrastructures as follows:

Berth – A for liquid vessels up to 80,000 DWT

Berth – B for liquid vessels up to 30,000 DWT

Berth – C for solid cargoes up to 28,000 DWT

New Refinery – PSR-2

The new refinery has been designed for processing the following crude oils:

•               DAR blend crude oil, produced in Sudan (Base design refinery feedstock)

•               DOBA crude oil and Nile blend crude oil (Alternate feedstock)

The PSR-2 topping unit was designed to process 150,000 bpsd of DAR blend crude oil.

The new refinery was designed to maximize the production of middle distillates and mainly the Diesel, and shall produce: LPG, Gasoline regular/premium, Diesel oil, Jet A-1, Green coke, Calcined coke and Sulphur.

The products will be in compliance and exceeding the EURO - IV specifications.

Site Infrastructure and Support

SEAL will work directly with members of the community along with the Government of Sudan to construct required site infrastructure such as safe drinking water, sanitary facilities, waste processing and disposal, electrical and telecommunications, educational facilities to ensure a safe and secure housing and supporting infrastructure to the Port of Sudan and it’s surrounding community.
